you can go into the app store, go to apps, go to my apps go to all then on the top right there should be a install all option.
unfortuantely the best way to do it is to go into each ap and say install from there, its the better way to do it as not everything will be compatible wiht the S4 on a fresh factory reset the older version of android might mess you around, it is 5 versions old now...

Its on Lollipop 5.01 so not so far behind, actually very impressed with the phone, its the LTE version of the S4 that has very similar specs to the S5.

So you either install every app you've ever installed/bought(that would be a nightmare I've probably installed hundreds of apps from the play store) or do it manually?

Just login with your same google account and go to my apps.
Where though, I tried Baxteens advice but there is no option there on the right:
"go to my apps go to all then on the top right there should be a install all option."

For the life of me I don't know if I'm doing something wrong or don't understand the backup and restore process.

I buy phones every few months and before I switch over, I backup my old phone, or at least I think I do. I know idrive backups stuff and then I use CM Backup and G Cloud and memory cards etc but when I activate my new phone I have almost everything EXCEPT my apps and have to manually download them one at a time from my Google Play Store account.

What am I doing wrong or don't I understand the full backup and restore process?

Look here to see what apps backup to Google Drive https://drive.google.com/drive/u/0/backups eg. I see WhatsApp under mine. Next see if your phone syncs to Google under accounts, you can pull to refresh and let it sync manually just before you move to the new phone. Then after you signed in on the new phone the OOBE (out of box experience) will ask you do you want to backup and restore your settings by listing your phones and tablets. Select the phone and let it restore. After that bob's your uncle.
