New water restriction tariffs hit Cape Town: what you need to know

Got some pretty nice rain coming on Friday. :D Hope it doesn't disappear again by Thursday. Rain accumulation over the next 10 days is 40-50mm over the catchment areas.

M&R offering to build a desalination plant that can process 30m litres a day - still relatively small in the grander scheme of things, but far greater capacity than the temporary desalination plants.

JOHANNESBURG - Listed engineering and construction group Murray & Roberts (M&R) claims that its power and water business has the capability of providing 30 million litres of water a day within 20 weeks through a desalination solution.

Henry Laas, the chief executive of M&R, confirmed that the company planned to have discussions with the City of Cape Town about it as a solution to the city’s water crisis.

Laas said that the first water from M&R’s desalination solution would be available after only eight weeks and that 30 million litres a day would be available within 20 weeks.

He labelled opposition to investments in desalination in Cape Town because it could rain in the next six months and solve the water shortage problem as “short-sighted”.

“If you look at the trends and predictions, Cape Town is going to become a very dry place. It’s not a short-term problem.

“It may be solved with good rain, but wont take the problem away. Cape Town will have another (water) problem two or three years down the line,” he said.

With infinite money you cannot build infrastructure to stop day zero. Only the engineering will take longer, add the lead time of the products.
Now it is too late to build infrastructure, yes. Earlier decisions though were based on money and you can build whatever you need without any concern for the cost or potential useful life if you have infinite money. Damns are full? Never mind we'll spend billions on a desalination plant we may never need. Hell they'd even have had the cash to pay whatever bribes were required to get approval.

However day zero can be pushed out into winter with infinite money, because they could spend whatever it takes to bring water to Cape Town from anywhere in the world.

So after all their talk of not penalising those using 6kl or less their new tariffs penalise those people more than the next two tariff levels.

Because most people are probably adhering to restrictions - and if they don't penalize the less than 6kl - they won't make the money they want.

Farmer and evangelist Angus Buchan has called on South Africans to gather to pray for rain in the Western Cape. Watch.

Buchan on Tuesday announced that a national prayer meeting will be held in Mitchell's Plein on March 24.

"God is not happy with Cape Town ... It will rain when the people of the Western Province repent," he said.

Does it have to be all people or just a majority ?

I'm not sure why they need to meet at the end of March, because by that time the dams will be full according to him in October.

Unrepentantly homophobic Cape Town pastor Oscar Bougardt is once again attacking the LGBTQ community, this time proclaiming that gays and lesbians are to blame for the city’s drought.

On Monday, Bougardt took to Facebook to expound his views on the pending disaster in the Mother City, which could see taps running dry in April.

He asserted that the drought was caused by God in judgment against the “perversion” of homosexuality.

“Blame ‘drought’ on wickedness and homosexuality and church leaders who fail to preach the Bible and sodomite abomination,” said Bougardt.

“I believe that this drought is God divine judgement over a City of Cape Town that has turned against God and accepted the lifestyle of sodomites as normal. Couple of years ago I predicted that God will strike all countries and city who chose pervertion instead of the holy ways of God with natural disasters, it is happening right here at home.

I wish the bigots, the intolerant and the biased would just crawl back under the rock they came out of. God is love - or so my Bible says. Maybe my Bible is wrong. There is also something in there about logs in eyes, and um forgiveness, oh and I also recall something about judge not, lest you be judged by the same measure. I guess maybe I'm reading something wrong.

New tariffs to encourage 50-litre usage

In line with Level 6 drought measures, the February*2018*water and sanitation accounts of our water users will reflect a tariff increase. This is an absolutely*necessary step to reducing household demand and to ensure that the City can continue to supply water and sanitation services.

The City makes NO PROFIT on water sales. We will still cover the cost of basic water for our indigent residents, but for the rest of our water users these tariff*increases are unavoidable. The highest users will face the greatest increases.

The City thanks our residents for their major efforts over the past year to reduce their water consumption. Unfortunately, we still have to reduce consumption further*to ensure that we do not run out of water.

We find ourselves in a truly unprecedented situation and, as a City, we have had to make some incredibly difficult choices. It must be emphasised that all water and*sanitation revenue from the tariff increases goes toward water and sanitation services. The tariffs are linked to usage. The more you use, the more you pay.

Yesterday we announced that Day Zero, the day we may have to start queueing for water, is expected to move out to 11 May*2018*due to a decline in agricultural usage.*Since the implementation of Level 6 restrictions, there has been a further decline in urban usage but not at a sufficient scale. All Capetonians must therefore endeavour to use no more than 50 litres per person per day to help stretch our dwindling supplies*through summer. We trust that the tariff increases will serve as deterrent against high usage. As a City, we are required to keep within the allocation as set by the National Department of Water and Sanitation. We are not there yet.

All preparations for the possibility of reaching Day Zero continue, but if residents continue to reduce overall water consumption, that can still be avoided. The*City also continues with the roll-out of aggressive pressure management initiatives in an effort to stretch our supplies even further.

Further pressure management testing aims to force consumption down

The City of Cape Town’s agreement with its water users aims to bring collective usage down to 450 million litres per day. This requires individual*water users to stay within a daily allocation of 50 litres per day to avoid the possibility of Day Zero. Read more below:

As part of our ongoing efforts to prevent Day Zero, the day we may have to start queueing for water, we will be testing and preparing the following supply*zones for the implementation of pressure management:

·***Delft area which is bounded by Stellenbosch Arterial to the north, Sheffield Road to the west, the R300 to the east and the N2 to the south. The*work is scheduled to take place on Tuesday, 6 February*2018*from 20:00 to 04:00.

·***Epping Industrial 1 and 2 areas, bounded by Viking Way to the north, Jan Smuts Drive to the west, by Valhalla Drive to the east. The work is scheduled*to take place on Tuesday, 6 February*2018*from 20:00 to 04:00.

·***Brooklyn area which is bounded by Boundary and Sable roads to the north, the N1 to the east and south. The work is scheduled to take place on Wednesday,*7 February*2018from 20:00 to 04:00.

·***Woodstock and Salt River areas which are bounded by Strand Road to the north, Nelson Road to the west, Albert Road and Liesbeek Parkway to the east*and Alma Road to the south. The work is scheduled to take place on Tuesday, 6 February*2018*from 20:00 to 04:00.

Other areas will be informed of supply disruptions in due course. Affected areas are requested not to stockpile large volumes of municipal water as the*service interruptions are not expected to be in effect for long periods.

‘The City thanks its residents for their cooperation in reducing water consumption thus far, and regrets any inconvenience this pressure management work*will cause but it is absolutely vital that we do try everything in our power to stretch our water supplies.

‘Not only does pressure management generally lower consumption by reducing the rate at which water flows to properties, it also reduces the risk of leaks*and pipe bursts by better ensuring that pressure remains within levels that reduce stress on the infrastructure.

‘We are doing absolutely everything in our power to help Team Cape Town to avoid Day Zero. We must lower consumption otherwise we will reach Day Zero.

‘We have identified at least 25 areas across the city that could benefit from this technology. Further implementation will be rolled out over the next*few months and contractors have been brought in to speed up the programme,’ said Peter Flower, the City of Cape Town’s Director for Water and Sanitation.

At all times careful consideration is being given to ensure minimal disruption to the water supply in the affected areas. Roll-outs to other parts of the*metro will be communicated in due course.

Please keep all taps closed and store 5 to10 litres of water for essential purposes during this time. Do not store an excessive amount of municipal water.

Wow, those are fairly punitive tariffs, even for the first 6kl!? Huge incentive to save water in our block of flats...

Something I always find puzzling, how can single residential use more than 10kl/month? Is that places they haven't installed flow-restrictors yet?

In normal times they do profits.

If you take into account the massive reduction of the consumption vs the tariff increase, I’m not sure that they make profits.

Their cost is not buying water but maintaining infrastructure and staff, these haven’t changed whether the water is used or not.

What he says is not impossible at all.
