Thats a gross overstatement,besides the lack of start menu which was its major gripe to most people (can be added with a program easily btw) everything else on it was much better than 7 including loading times,settings menu on the right and even windows explorer and the small things like file copying having pause options etc.
I don't like the metro start menu as much as the next guy but windows 8 is actually fantastic IMO,I'm using windows 7 now and those little things gone annoy me on 7.
Where did you see that they would charge for Windows 10? They have not discussed pricing, or distribution or anything as of it.
When has Microsoft NOT charged for a major version ?

They always have, but there were pretty solid rumours the next version of Windows would be a free upgrade

I heard that it could either be a free for 8.1 owners or heavily discounted for 8.1 owners. Well, 8 as well, since the upgrade from 8 to 8.1 is free.
I cant see them offering it free. Unlike Apple whose revenue comes from hardware, so the cost of the os is already in the price of the Mac, Microsoft's business model is to make money from software only(notwhitstanding their recent foray into tablets and mobiles). Giving it away for free means that its more likely to be rubbish without any proper funding.
Yet they can't fix the compatibility issues, everytime they introduce a new OS > you must get new programmes > possibly upgrade your devices. Tiring I say
