Why would you threaten me instead of just going to the police? When you threaten someone it's because you are trying to gain something or benefit in some way. It's saying, you do what I want you to do or I'll go to the police, that is threatening someone. If I murdered my wife, you wouldn't threaten me that you're going to go to the police, you would just go to the police, unless you wanted something in return for your silence. Simply telling me you're going to the police is not a threat.
