The black ownership sword hanging over Internet providers in South Africa

A cloud of uncertainty hangs over South Africa’s telecommunications industry, as regulations that would force Internet and network infrastructure providers to have 30% black ownership have been left in limbo.

The Independent Communications Authority of South Africa (Icasa) published the regulations on 31 March 2021, but suspended the provisions for black ownership until a future date.

There are none so blind that they cannot SEE.

More 30% logic being applied here.

If you cant compete then legislate.

Does ownership not mean you have to BUY in, and not handout for FREE.

Cant see this ending well.

The only useful regulatory purpose that ICASA should serve is to regulate spectrum, and even that they can't do. Everything else does not need to be regulated. Licenses are just another form of rent-seeking.

When you are forced to sell by law, the buyer determines the price.

It's been 30 years now. BEEEE ain't done shite.

There's no clarity because in limbo it ensures current cadres get their money, and also protects existing cadres and their shares in companies from competition.

However, compliance with the currently active regulations is low, and enforcement is non-existent.
They're going the way of the Dodo E-Tolls/SABC/PO. Albeit, at a slower speed. Why not help new black owners start a new business, rather than hurting existing successful businesses?

I suspect that there are lot of companies operating out there without any ICASA licenses at all, just quietly getting on with it and ignoring these stupid regulations.

These RACIST policies will never end as long as the ANC has any sort of power.

Because it doesn't express the ANC's hatred of other races.

Is there a lifespan for the BEEE policy or are we reliant on a new government with majority to overturn this? I doubt the ANC will ever admit that this has been failure of epic proportions and end it.

I don't see how South Africa could ever compete in a globalized economy with this crutch hindering us.
