After reading that it dawned on me the government needs Infraco to become licensed in order for them to keep their stranglehold on the the Telecoms industry - particularly if they wish to follow through on barring the likes of Seacom from landing here. In it's current form, this license means that Neotel can and will land Seacom in SA, but if this license is granted to Infraco and Neotel is then forced to lease Infraco infrastructure, that would give the government the leverage they want to bar Seacom (and other private cables) from landing here

Seems like a sneakily thought out plan.
//Edit: so, obviously they don;t mind waiting two years either, because no cables will be landing here for at least 2 years anyway
