err, without the vaccine they had a 90% plus chance of not being there already and a 98% chance of not dying

the vaccine improves that with another 5% or so and 1% respectively

you could argue "avoidable cost" for a great many things:
- drug or alcohol related incidents
- AIDS related problems
- even heart attacks due to high cholesterol
- many car accidents in fact are avoidable
- failed suicides

shall we go and chuck all those people out of hospital due to the "drain" on resources?
shall we ban them from sport events? from having jobs?
