World Bank launches 'pandemic bond' to tackle major outbreaks

The World Bank has launched a "pandemic bond" to support an emergency financing facility intended to release money quickly to fight a major health crisis like the 2014 Ebola outbreak.

For the pandemic bond, the World Bank will pay bondholders a coupon that replicates an insurance premium plus a funding spread, in return for a payout if the bond is triggered.

“If a trigger event occurs, instead of repaying the bond in full, some or all of the principal is transferred to the PEF trust fund,” Bennett said. “So essentially the investors are acting like insurance companies.”

One flagship programme was the World Bank’s Pandemic Emergency Financing Facility (PEF). Under the scheme, investors who buy pandemic bonds receive generous ‘coupons’, which annually pay about 13% interest. This compensates investors for the risk that the bonds will make ‘insurance’ payouts to fight pandemics under certain conditions. Otherwise, cash returns to the investors when the bonds mature in July 2020.

From an aviation point of view, no problem with using FAUP. Distance between ZHHH and FAUP is 6,385nm, well within A359 range (assuming one of those is chartered) -- and not forgetting that 17/35 is 4,900m.

Doubt that Upington has the medical facilities though. Perhaps a millitary airfield with easy access to suitable medical facilities (I'm thinking FAWK) would be a better option?

I have no idea what your point is. As far as I can see, they will be liable for some payouts if a pandemic is declared.

Coronavirus: First case diagnosed in Northern Ireland

A case of coronavirus has been diagnosed in Northern Ireland, the Public Health Agency has said.

Chief Medical Officer Dr Michael McBride said the adult had travelled from northern Italy via Dublin.

He said the patient had contacted a GP and had taken steps to self-isolate.

He said the case had showed a presumptive positive result and in line with established protocols, it had been sent to laboratories in England for verification.
