that's my understanding as well. you can freely sign players outside the windows but they can only become eligable to play for when they are registered and they can only be registered during the transfer windows. Its like how players agree and clubs agree to sign players during the offseason, before the window opens and they get registered when it opens?

The UK window is still open so Navas can come across and play (as long as he is registered before 18h00 this evening UK time).
If the DdG papers are not accepted as arriving on time by the Spanish League, then DdG can't play for RM.

FIFA software chief Mark Goddard insists Real Madrid have no wriggle room in their attempts to close a deal for Manchester United goalkeeper David de Gea.
Real sources insist the deal should've been rubberstamped at 23:59 last night, blaming incompatible files and exchange rate problems for the delays.
However, Goddard, who oversees FIFA's transfer system software, told Sport: "There are no excuses. It is the problem of the clubs.
