I think they refs didn't want to rule on what would have been a red card for the opposing side a few seconds later.

Shaw played the ball first onto the shin of the opponent yes the follow through caught him but that was never a card or a foul incident...HT:Abysmal refereeing and use of VAR. as Shaw’s incident wasn’t deemed a red card, the the second incident should have stood and Burnley down to 10 men
