So 24% of the entries on their database are paying... And we all know that database is so horribly messed up it can't really be trust as a good source of accurate data.

Not 24% of South Africans or anything like that.

And how does that compare to the percentage of South Africans actually watching SABC content?

Assuming that there are at least a few million foreigners in SA, that leaves about 55 million South Africans, 24% of that is 13.2 million TV Licences being paid.

Nope I don't think the SABC has that many rows in its Excel spreadsheet (aka "the database"), 24% of South Africans paying must be incorrect.

The first part about the SABC mess is 100% accurate.

“This resulted in only 24% of the total licence fees billed being realised as revenue, compared to 31% for the year ended 31 March 2019.”
That makes more sense, except I'm surprised it is as high as 24%.

perhaps the stupid ministers in charge should have got on with their jobs and rolled out digital set top boxes and done away with analogue signal and cleaned up the broadcast spectrum while they were at it, thus giving them the ability to ensure that every users had a license, else they could simply disconnect /suspend your license.
Now the morons want to tax netflix/amazon et al when they should have done their bloody jobs in the first place.

I very much doubt these figures giving an anywhere near true picture.
I know of a few people whom have elected not to have TV's...and knowing the maths literacy my guess they took the total population as the base...well that leads to further errors.
