It's SAPS fault that this happened in the first place, the young man wouldn't have even thought about it if Orania's police were laying down the law.

They have their own security force, just like the private estates that the ANC politicians stay in. Only difference is that the security guards will actually be the neighbours of the residents they protect. And they do try and deal with some of the problems internally, just like as people in any community do anyway.

But that isn't a replacement for police handling criminal matter like

They are not allowed to have their own police, nor do they have their own courts and prison system. They can't arrest anyone. The most they can do is detain someone until SAPS shows up.
