Nope. just opportunistic crime leveraging unbelievable incompetence that would shut the doors of a private sector company. A CEO making a statement like that just demonstrates a staggering lack of understanding.

I've heard of auditors walking away from Post Bank because their IT systems are such a unmitigated disaster. No DR for anything. They leaked the private key for something like 12 million SASSA cards - which was mentioned in the article. No process for issueing cards (they couldn't track which batches of cards were sent where). Contractors set up Linux servers and the full time IT staff that are supposed to maintain them don't know anything about linux.. and so on.
 
And there are still people who do not know why they wanted to take over grant payments....
 
Even when fraud is discovered, it is difficult to trace the transactions to a particular staff member.

And this is why there will be no prosecution.
 
Disband the thing and close it as it is obvious they can't find enough decent people to not steal or at best stop/arrest the thieves,
 
A few years ago post bank owed us some money. It took a a while to get the money they owed to be paid.

Sounds like it would have just been quicker and easier to steal the money owed to us.
