Packet loss on Neotel network

Experiencing bad packet loss at 2 sites on Neobroadband fiber in PE

It seems to be a local problem, especially to their dns (41.160.0.36 etc) and 8.8.8.8

1108 packets transmitted, 829 packets received, 25.2% packet loss

--- 41.160.0.36 ping statistics ---
35 packets transmitted, 24 packets received, 31.4% packet loss
round-trip min/avg/max/stddev = 382.617/451.592/564.897/53.962 ms

300-500ms pings to their local dns... bad

Traceroute does show much as they block it for most of the hops
