Kroonstad - The administrative head of the Kroonstad Municipality, André Kotzé, 41, was on Monday sentenced to 576 hours in the Kroonstad police mortuary as part of his punishment for his acts with a young girl.

On the 96 charges for the production of child pornography and one for the possession of child pornography, he was given a fine of R30 000 or one year in prison.

He was also given a further provisionally suspended prison sentence of two years for these charges.

Kotzé also has to enrol for the so-called Pedo-stop programme, which offers psychotherapy for paedophiles, at his own cost.

Judge Van Zyl also ordered that his details be listed in the national register of sex offenders.

Indecent assault, child pornography

His victim was seven years old when he indecently assaulted her twice in 2002.

She was 10 and 11 years old when it happened again in 2006 and 2007 respectively.

In 2006 and 2007 he took 86 photos and 15 short videos of her breasts or her genitals, or both, on his cellphone.

Before he passed sentence, Judge Van Zyl said Kotzé had pleaded guilty from the outset and taken responsibility for his actions.

It was also clear from his evidence that he sincerely regretted his actions.

In prison he won't be able to get the specialised treatment he needs, the judge said.

It could be in the interest of society if he were rehabilitated.

If he served a long prison sentence, he would emerge more sexually twisted than was already the case.

The suspended prison sentence would hang over him and spur him on to take the treatment and not return to his old ways.

There's been countless studies that these types of offenders never get better. So there is a good chance that another child might suffer at the hands of this guy but we have to take worry about his well being

Perhaps there is always a first time?

Perhaps they should have a Transporter 3 type of device - basically if the guy moves more that 70 feet from his car he explodes - but in reverse. Have it so that if he comes within 100m of a school or a playground he explodes.

All those DA's who stand in the way claiming human rights must understand that his actions de-classify him as human.
Or simply kill the bastard, that no there wont have to be tax money spent on his stay in prison and the 'kill' itself wont have to cost anything.

People can buy a sort of lotto card if interested in killing the non-human and the winner of the draw can do the deed at his own expense.

Same with all these murderers and rapists that our taxes are supporting.
