Pathetic performance of Capped accounts

I get full speed on all my capped accounts. Maybe post a tracert from one of your worst capped account.

Why are the capped accounts performing so poorly??

Maybe you have other traffic originating from your network while doing the speedtest? I have seen this when customers have something using all of their upstream capacity (seeding torrents, doimg backups to a cloud provider, without settijg bandwidth limits below their upstream speed).
