That's what you call a catch 22 (Pay more is never good). Being cut off is not a good option either. So the only option is to keep paying those dollars..

I'll pay you less, but pay more for electricity whilst I get my house more and more off the grid.. Eventually I'll pay you nothing, and still have power.
U guys think it is only illegal connections that costs them money,a lot of the poorer communities example delft in wc pays half the amount per unit we pay,how is that for being fair
The poor that do pay for electricity don't abuse it
The guys with illegal connections use electric heaters , use oven as heater , boils water on stove instead of more efficient kettle , share thier power with neighbours etc
I don't dare to go buy an electric heater because of the increase in electric bill
