Something scary just occurred to me. Perhaps the current pace really does represent govt./DoC operating at full speed. :eek::rolleyes:

There is no so-called 'speed' at which the gubamint operates. There is however plenty of doughnut eating and sleeping, wasting money on name changes, blaming apartheid, blaming western civilisation (think Britian, America)... all of which gets the following amount of things done: BUGGERALL.
