I tried looking on Google Maps at that stretch of road and I only see one footbridge.

It doesn't seem to be covered (like the ones I'm used to here in Cape Town).

Also, considering that a truck's windscreen is almost perpendicular to the road, and also the fact that the truck wasn't standing still, that took some serious timing from the perpetrators.

Not really. But another aspect of the hypothesis is that neighbourhoods need to be kept in good condition. In other words you make sure that buildings, parks and so on are kept in good condition.

This is a perfect example of broken windows theory.
The police allow people to loot shops at protests and don't do anything about it.
Then the police allow people to loot trucks that have been involved in a car accident.
Then this happens...

The police are 100% responsible for this.

Hypothesis, not theory. The hypothesis is also along the lines of if you deal with petty crime then you don't get bigger crimes. Sometimes true, sometimes not. However looting trucks and looting shops is basically the same thing and neither constitutes a petty crime.

This is just an example of if you have no law enforcement, then you have no law enforcement. Although it isn't clear that law enforcement would make a difference when dealing with people who have nothing much to lose.
