If you have nothing else using the internet on your network when doing that trace route your DSLAM/exchange is congested.

At the 2nd hop "2 59 ms 99 ms 65 ms 196-215-42-129.dynamic.isadsl.co.za [196.215.42.
129]" the latency should be around 6 to 11ms at most.

I can't imagine the chaos that is going to happen when everyone's line speed doubles.

Same exchange as yours and is having the same problem. I am on a 2mb and in the last two weeks started to notice that the line no longer syncs at 2048. If I am lucky, it syncs at 16xx, with the upload sync being 96. Saturday morning the phone went dead, but the adsl is still on. Logged a call with telkom, will wait and see if the problem is resolved.
