Pinetown (Highway Area - Durban) ADSL Problems

As per RPM's request. Details for my area (this being my work ADSL).

Issue: Exchange is 10mb enabled. I cant get a stable connection at anything higher than 4mb, tried 8 & 6 but was useless...

This is for my home network in Cowies Hill, Pinetown.

Issue: Exchange is 10mb enabled. I cant get a stable connection at anything higher than 1mb, for more than 2 years!

ADSL Line Speed: Currently set for 4mb - but only achieving 1mb

ISP: Afrihost - 4mb 60GB Capped (Don't like the idea of being throttled)

Router: Netgear DGN2200M V2

Time of issues: Permanent if trying to sync at a higher speed than 1mb

Suggested solution: Add an exchange in the Cowies Hill area, we are way too far away from the current Pinetown Exchange. I also believe the Pinetown exchange is severely congested.

Issue: Exchange supposedly 10mb, if I phone they say max 4mb. I'm syncing on 4mb, but for the last 3 weeks it has been rapidly losing sync, resyncing at slower rate etc. Very unstable.

ISP: Mweb 4mb uncapped premium

Router: Billion N73x & DuoPlus 300WR
The Duoplus is the older backup router, but handles the line sync better
The billion constantly loses sync and resyncs at slower speed

I'm not super far from my exchange and line quality has always been ok.
I suspect there is some copper damage somewhere off my yard, because the Line attenuation and Noise margin jumps through the roof when there is a problem syncing. Nothing on my side wrong, I have decent tech skills, I've checked all the normal nonsense from unprotected wires, replacing splitters, no normal phones in house, no telkom monitored alarms etc. No branches catching the line etc.

Internet completely screwed since last night, Line is failing to sync at 1mb
Downstream margin has dropped to under 6, constant sync failures

Nothing plugged in onto my line, did electronic isolation tests in my house, unplugged everything electronic in the house, switched to new pots filter etc. still screwed
