The Education system is funded through other forms of tax.
But we know that the School Fees collected are also insufficient.
IMO, the Education system is way underfunded.
(but that is most likely due to corruption).

Money for the health system comes from other forms of tax.
There is no direct Health tax yet... wait for the NHI to be implemented.

We know that our Water is currently very underfunded.
