Who knows? Probably was Mdluli's fault, but he would have faced contempt of court if they could prove it. if they blame it on Correctional Services, or the SAPS, there aren't any consequences, and these are used to the public perception of ineptitude.

I wonder if they put enough away for rainy days like these when the state refuse to pay for the lawyers.

They probably have enough dirt on many "politicians" to extort a legal slush fund for times like these :D
