Port prioritisation/shaping?

Previously, while I had sh*tty speed on http downloads and browsing, I could get an average of around 13KB/s on P2P by maximising the number of threads. For two days now however, http is still sh*tty (5KB/s) and p2p is now even more sh*tty with an average of 2KB/s - no matter how many threads are active.

Maybe I'm just donating bw to the 256K packages..

arf9999 - The a**holes are testng there shaping/capping software on the 256k packages. There is nothing wrong with my pings but the bandwidth turned to crap.

256k Tower:66 Fourways sig:27% snl:10 ber:71%
