ok, here is how you do it as a start:

Power:
1. split up generation and distribution of power, allows companies to self-generate privately.
2. Subsidy program for Solar power generation. With rebate for contributing to grid.
3. Can the Russian Nuclear deal. Invest R1t back into:
- local nuclear generation research companies. Small nuclear plants are much more viable.
- local solar manufacturing
- expanding Koeberg to planned capacity to cover demand until renewable manufacturing gets up to speed.
- natural gas infrastructure and generation

that will create a lot more jobs than sending R500 billion to Russia and R300 billion to ANC coffers.

ICT
1. Municipal Fibre and wireless connectivity projects, especially for rural areas.
2. wireless hotspots in all informal and RDP settlements. promotes access to information and reduces telecoms costs for those who need it most.
3. get rid of terrestrial television broadcasts entirely and free up spectrum for broadband.
4. split up Telkom Wholesale and Retail.
5. reduce the import tax on telecommunication equipment.

The simple truth is any growth that could be there is being strangled by a mix of unwanted legislation, taxes galore, terrible infrastructure, hostile labour, policy uncertainty and the prevailing sense that the powers that be have no clue what they're doing. You're not going to grow an economy with a blatantly business-hostile environment. Just doesn't work like that.
