It should probably be a bigger story of how screwed many of the municipalities are. Many haven't really done needed maintenance or capital projects for well over a decade now.

They were largely shielded because load shedding would happen at times of high demand which helped them relieve pressure. But we are now seeing the reverse of that since Eskom is seemingly able to supply electricity, but municipalities don't have the infrastructure to deliver it. Municipalities are now forced to implement their own form of load shedding, which ironically helps Eskom from needing to implement nationwide load shedding due to reduced demand.
