We give you the specs, you procure the trains (at an inflated price) for us. We find out our chief engineer is a lying incompetent scumbag who couldn't engineer his way out of anything, let alone design specs for a train properly and we demand our money back from you....

Isn't this another good example that the BBBEE system is flawed? Who in their right mind would award a contract, worth billions, to an inexperienced contractor?
