Most of the people exist, but they are not collecting their salaries because they were asked to produce their ID's and qualifications. It's more a case of ghost qualifications.

How are they getting salaries that they can’t collect?
Who are "they", do you think "they" all exist? As if it's impossible to invent a person, along with qualifications or pay a bribe to retain an employment contract. Do you really believe that things ended up this way, with the checks and measures being removed because of a complete lack of experience or just general apathy? No no, there is money involved here...They aren't.
That's because they did not produce the qualifications so they can continue receiving their salaries. The fact that their ID numbers are still showing up as alive at Home Affairs means they've been lying about their qualifications, else why can't they produce it?
Prasa just got caught, this was no accident.
This is no "ghost" accident.
Someone knows who got paid out and Prasa might just try to save its own as.s by making claims that they don't know how it happened.
This same situation exist in every government department and any government department just like any company that handles salaries will have an accountant/auditor to account for payments.
The short and skinny, either the accountant/auditor scammed Prasa or Prasa turned a blind eye and made it happen. There is no such thing as an accident and no one is accountable.
There is quite often a kickback system - a certain amount/percentage of pay gets paid to some or other "senior".I bet this is common in all SOE's and government departments.

Total chaos.... and they complain about the unmanageable public servants bill.
The question is how many ghost workers are there in all government departments.
It doesn't go missing of the books it is allocated as a salary experience.3000 people earning a R10 000 salary for 3 years is R1bil stolen (at a minimum). How the actual F does a billion rand just go "missing" off the books. Does anyone in these SOEs even remotely care?
