this urks me so much...

This vicious cycle on no money spent on proper enforcement of the rules of the road, which (okay I may be naive on this point, but it's my view) ... leads to a complete lack of any adherence to the rules, which leads to accidents, which means we need more money to fund RAF... and so the circle goes round and round

Yeah, proper enforcement at intersections, traffic lights and stop streets.

Manned cameras on dual lane roads...TSEK. That's purely profit.
