is it true that you can only purchase one data bundle per month on MTN prepay. On VC you can purchase another bundle as soon as your first bundle has expired.

If so then why?

Yep, it is true. As to why, your guess is as good as mine --> possibly to earn more income through out of bundle rates if you buy an insufficient bundle.
