No ... I do not believe so. In the UK for example they can only dream about getting some of the stuff we can over the counter. I might be wrong .. but I think codeine you cant get at all over the counter.

You can't get codeine OTC but you can get One better you can get dihydrocodeine which is sold as Paramol and if you do a cold water extraction you get rid of all the rubbish gunking it up. I would once stock up on as many boxes of 32's at the airport that I could shove into any available space but then Boots caught on over the years and the Nanny State took over and Boots stopped carrying it at the airport in all stores and if you can find it you get a complimentary life history interrogation and a limit of one box.
The uK also has legal heroin called Shipmans Special which is wonderful for terminal illness pallative care and end of life care its called diamorphine and not even the US allows it. If you happen to end up in blighty sucking your food through a straw one day and you see the light at the end of the tunnel, insist on several vials of diamorphine be injected into your IV before the feckkers decide to put you on the Liverpool Care Pathway. It'll be fun.

UK aside where Pharmacies are absolutely joyless places, you can get heavy duty painkiller Tramal over the counter in India. You can get just about anything in Mexico although most of the halfway decent stuff is sold by vets. America is a phamaceutical smorgmaboard where everything and anything is available. I've had pharmaceuticals there that haven't been prescribed since the fifties and sixties and boy what a pity we can't get that stuff over here. In the US they have a great discount coupon program where you get incredible savings over drugs I think a site such as http://www.goodrx.com/ is one of the best. I've heard people get their entire monthly supply of drugs for 1/10th the price with coupons. It's not a monopoly like RSA with dinosaurs running the MCC. But on the downside Doctors there are wary of being profiled for over prescribing common drugs of abuse. One such doctor , Dr feelgood, ended up on the wrong side of California drug laws after overprescribing to the likes of Wyona Rider and was booted out of the states. He's now the local GP and he is a designated Medical aid service provider. STrange world.

No. When I was in Egypt a few years ago the English mate I was with was delighted to be able to purchase the equivalent of oxycontin otc. I don't know if they're still so lax.
