Perhaps they're paid since they kinda count as cultural institutions.
Keep in mind, they have no power. They are integral to many cultures in SA. They're basically cultural institutions.
Since AfriForum isn't a cultural institution but a civil society organisation?So why isn't AfriForum then paid by the government?
I disagree. Yeah, they could have a big influence, but they literally can't sway everyone to vote exactly the same.They have plenty power. If they tell their subjects to vote ANC, the vote is assured. The reason they are paid millions annually by the government while their subjects live in abject poverty. Vote differently and suffer a witch hunt.

I didn't see that the state put an embargo on any cultural institutions recently?That's a monument, not an institution like the Afrikaanse Taal en Kultuur Vereniging. All monuments are paid by the government but the Voortrekker monument has to raise funds for preservation.

If you adopt the Zulu culture and learn the language fluently, you'd probably be accepted into the culture.
