Private long range wireless link: What equipment do I need ?

Hi all,
I would like to set up my own private long range wireless link. I will not be reselling and will not be commercially used in any way. I live on a farm way outside reach of ADSL. I have recently aquired access to a (privately owned) high site. I am currently using a WISP (Screamer), they are charging me R1050 for a 'uncapped' 512k line, which behaves like a 64k line (or worse). Offcourse by getting my own private connection I'll have 8x times the speed and by far cheaper than my current WISP provides.

My high site is 150m from the Telkom exchange. We are three households which I would like to be connected on one wireless LAN. Two of the housesholds have very very low data usuage requirements, less than 250mb p/month combined while I myself would use as much cap as I could get. 300Gb if I could get it !
Broadcast distance from high site to destination, around 7km, with direct line of sight.

N00b question: What is a CPE ? And would a CPE be able to act as wireless long range receiver and wireless router, all-in-one ?
I've seen the following being advertised. Would the TP-Link WAG5210G CPE be able to act as a wireless receiver and wireless router all in one ?
I have access to a high site, in fact, I am proud co-owner of the highest building (other than Telkom tower) in town. My 4mb ADSL line is already active, I only need the correct equipment to link my high site and home.

Current set up at my ADSL line is:
1x LinkSYS WAG150N ADSL router (Wireless N)
As I am currently not connected to my high site I am still using Screamer WISP. At home I have a 2,4Ghz grid receiving antenna from Screamer, and TP-Link Wireless N cable router (in South Africa it seems to be called a wireless access point).

What I would like (to know) is:
Cheapest and most cost effective all wireless solution.
At high site, transmitter to our houses. An integrated receiver/wireless router with footprint large enough to cover all three houses. In other words, a LAN.
Ability to use laptops/desktops anywhere in the hotspot.
Possibility to connect another transmitter to my high site to transmit to our other farm, about 12km north-west of high site ?

Soek jy iets wat gaan werk en bietjie "future proof" is of wil jy die job so goedkoop moontlik doen?

Krap bietjie hier in die argiewe rond. Ek het 'n paar maande gelede 'n lang en ingewikkelde storie vir 'n ou uitgewerk. Ek dink dit was kameelperdza in die klein karoo.
