Well are you wanting proxy software to run on one of your own machines or are you wanting a proxy service that can allow you to browse international sites when you have reached your international cap?
If you are after software then
CCProxy is a very good option, it allows you to control who can make use of the proxy and can even cascade your connections to another proxy, very useful when you want to route your LAN traffic to an external proxy.
GetRight Pro 6 now also includes a built in proxy server, this has the added benefit that GetRight is also a download manager and can make use of multiple streams for downloading content.
If you are after a proxy service for accessing international sites after you have reached your international cap (i.e. on an IS ADSL account), then you should have a look at
OpenBrowse or
nukecap. Both are very good and offer really great support.
