Looking at the slides you presented, it looks like the usual public office spin (and I include all such, not just the PP's office).

Cases "handled" and/or "finalised" does not mean reports issued.

It simply means they dealt with complaints. Which likely means they were found not to be in the ambit of the PP's office.
