How does "BEE" make AA/EE irrelevant if EE only applies to employment and not ownership?

Disclaimer: I don't care what hypocrites like Pule Mabe have to say.

BEE is not just about ownership. It prescribes racial ratios that must exist within your company.
While the scorecard allows ways to get your points based on various other ways (development, social investment, etc), most companies have a big focus on having as high a number of EE/AA employees as to keep the money in the firm. I know of many firms who keeps a position open, as they are unable to find a qualified AA candidate, and employing a white person would affect their BEE credentials.
