My understanding of a 13th cheque is that it's a restructuring of someone's annual remuneration into 13 rather than 12 tranches, which would not make it a bonus.

The civil service might have a different way of working though and this might not work the same way

This is correct, up to a certain post grade. Any performance bonus for that post grade and above, is based on performance. Then we are talking about a 1 - 2% increase.

This is for local municipality, I do have a family member there.

You do not need to be a victim. You just need to open your eyes and see what is going on.
Even with every riot, ag I mean protest, the ANC members and voters, destroy and burn infrastructure.

Public Service and Administration Minister Noxolo Kiviet has confirmed that civil servants earned almost R3 billion in incentives - including performance bonuses and 13th cheques.

I mean you cannot use the post office for anything. Police wait 6 hours before they come to your house. The only working municipality is a DA one. It is easier to buy an ID than get one from Home Affairs. Yes, these are the people who deserve a 'performance bonus'. It is not just a buying of votes right before an election is it?

A 13th cheque is for someone working on a fixed salary rather than for hours worked. You get paid for 4 weeks per month. Every 3 months you effectively worked one week for which you weren't paid. This accumulates into another 4 week paycheck at the end of the year. However the term has incorrectly become commonplace for a bonus.

It isn't working in the impoverished areas. It's only working in the few well off poster areas.
