I think it’s this too. Took me a while to figure it out for a family friends phone.Your phone needs to have VoLTE enabled. If your phone doesn't support it, then you'll need to use the Rain talk app as your default dialer to make/receive calls.

At first I was hopping mad about not receiving calls, then I accepted it and now freely hand the number associated with this rain sim to insurance companies and anyone likely to harass me. Rain mobile is an utter joke from start to end. I logged a query about porting my number back to my previous network and 3 months later no response at all from Rain.
So Rain has become nothing more than a barrier between me and annoying telesales calls.
