It is always declared in this manner regardless of who is president.It is part of the joke. Afaik election days always been a public holiday.

Each of the previous elections were a public holiday in order to vote, I see no reason why it should be news that the president declared election day a public holiday. Waste of everyones time and just trying to score browny points to make it a public article.
While we are on the topic since it seems this decree for Election day public holiday is such amazing work. What did Ramaphosa actually do over the last 2 years that improved anyones live in SA ? I wont hold my breath but give it a go.
