Rates clearance certificate from Port Elizabeth municipality

Its been about a month since the amount was paid over the municipality that they requested, and we're still waiting for the rates clearance certificate from Port Elizabeth municipality so unable top lodge the transfer.

Does anyone know a reliable contact in this municipality to get things moving?
