The rationale for the 3 GByte monthly volume cap is to protect the total ADSL subscriber base by providing a reasonable service to all subscribers. Power users who continuously download huge amounts of data can negatively impact on the rest of the ADSL subscriber base who only make use of their ADSL service for normal Internet access purposes, meaning that other users can experience very slow bandwidth throughput speeds. The 3 GB monthly volume cap helps to equally distribute the bandwidth available to the total ADSL subscriber base.</i>
