I believe that if you reach 100%(3.5 rating), and you get that the next year as well then you basically reached your glass ceiling.
Thats not unusual for companies these days.. they forget about the concept of "Domain Knowledge" and also the experience that might have been gained over the period working in the position.

Our company recently moved, causing me increase my travel from 40km per day to 120km per day... Granted they gave us a travel allowance which equated to 10% of my salary, which is just barely covering fuel and maintenance, but now we're not getting increases because of the travel allowance we got. How is this fair....
That 50% I wasnt asked to do.This involves learning a new programming language (Android) and then designing and developing a mobile app all on my own for the benefit of the company.

I realise, but it's accepted that if your company moves and they give you an extra allowance for the move it is only going to be temporary while the employees relocate.We were never expected to move. Just packing up and going is not always an option for people (school for kids, etc)

On paper I really can't complain since it is above the official inflation rate but if I project school fee and rental increases for the next 12 months it means I'm treading water for the next year.
