Was she not involved with the student bodies of the various political parties? They all have representatives on campuses. That is the best way to go I think.

So she studied political sciences but what job is she actually looking for? That's more to the point.

I'd suggest searching the internet and/or paper media for adverts in the same field and approaching those recruiters. Even if a recruitment agency is advertising roles that are too senior or junior for her, they are more likely to have other roles in that field in the future
