Rental Deposits - Returning to me?

As some of you know I've been renting out a property through an agent over the past few years and well, it hasn't worked. So I've decided to take it over personally and the agent needs to transfer deposits

Apart from the actual deposit/interest, I see she paid a water and electricity deposit as well - does this need to come to me? Do I then need to give it back to the tenant when she leaves, or is it mine?

I think it's to cover the final month of her leaving, if I'm correct?
Was that supposed to gain interest too? Though, only R250.00 if it did

Water and lights deposit is the biggest scam on earth. It's supposed to provide a kind-of soft barrier so in the event the user fails to pay, they will still receive their money.

This deposit fluctuates according to someone's average bill, and the difference is added to your bill. This deposit is not subjected to interest gains over time.

But it depends who pays it. We currently pay for it as renters.

I don't get why it's a scam though?

If you leave 30 April 2014 and go to a new house, the landlord will get what your April bill in May - so he shouldn't pay your last month utilities? Or do I have the use wrong?

I just factored this into the monthly rental that I was charging... granted i did have a flat.... but good idea if i ever get into the property rental game again...
