Software Architecture I suggest you read through all the different architecture's (sub links)
Multitier Architecture also known as Three Tier Architecture, (this one is very NB)
Don't you have some senior guy at work, who will design this "framework", and then help you implement the pieces?

Here is mine. You can look at the the issue tracker we use : called Mantis www.mantisbt.org
its customizable. The most important things to log has to come from current fault reporting forms or if not available, ask the eventual person who fixes the problem what he would need
