Roadworthy Testing - Handbrake Results

I took my Hilux for roadworthy testing to get it on my name.

The left handbrake reading is 1.2 and the right 2.5.

My mechanic is going to set the handbrake on both sides tomorrow, but I also want to know what's best and passable.
What difference in the numbers are acceptable and should the left side number be higher or right side lower?

Edit: new drums, discs, pads and shoes

Braking force should be the similar on both sides, there's obviously an error margin but the ideal is equal.

Sounds like a lot to replace.
Does it need replacing? Or just adjustment..

As TheChamp said ideally you want both sides the same.

If one side brakes harder than the other it will pull the vehicle to that side under heavy breaking.

You should be able to tell what is faulty by a process of elimination. How does the handbrake system work? Cables or hydraulic?
If cables, that margin of difference normally means you have a cable busy failing.

Thank you. The only problem is the mechanic don't test it. I have to take it to the testing station and back every time.

Ah okay, well since the items are new, I would think adjustment is all that's needed, not that the cable is failing. Though failing cable is still a possibility.

Cable will be cheap to replace/repair if needed.

It is probably just adjustment that's needed, which should have been done if you replaced the shoes and drums anyway. Get a better mechanic.

Thank you everyone.

The mechanic works with someone else. That person/idiot didn't set it correctly. It was discovered when the mechanic himself had to check (other guy was absent) and now I successfully passed the test.
