Rocket M3 3.5GHz

I see that miro are selling the UBNT rocket M3 running at 3.5GHZ. I thought that 3.5ghz was licensed ? Is it possible toobtain a 3.5ghz license ? and if not how can they sell this product ?

This is a licensed band as far as could determine: From the ICASA band plan from their website:

I wonder why they would stock this item if it cannot be used, are ICASA giving out spectrum at a regional level yet or is this the process that was delayed? Who would have a license to run this hardware.

I have been trying to deal with ICASA to obtain licence realted information but have given up in the meantime. Their website is not very helpfull...
