There is absolutely no way to know that for sure with our corrupt law enforcement agencies. Until we live in a free and fair society you have to assume that every fine issued is theft.

You'd think it would take more than just a password to authorize transfer of funds from these accounts - lots of missing checks and balances here. A few municipalities have had money taken this way in the recent past with the involvement of rogue IT people.

As far as I understand social engineering is still the most used method in cyber crime, and that have been around long before technology.
 
Please do a follow-up article and tell us how they got caught. I'm surprised not one of them bought property or cars. If they're smart, those airline flights were probably to Switzerland.
