Neither the first time. NATO did quite well without France before. And the French would still have to use the NATO stock number as all their military equipment is catalogued using it. The French origin of any military equipment is designated by 14. UK is 99 and South Africa is 18. Many non NATO countries use the NATO numbering system to ensure equipment commonality.

Without wanting to be too pedantic, the 100-150 million includes all Communist regime related murders - the earlier figure is the Soviet Union's share of that.

It's not really that important what the exact figure is, it still dwarfs all other crimes against humanity by some margin.
