Unless the US has invaded Russia or directed a revolutionary separatist group carrying out a coup, then it is rhetoric and not actual regime change.

of course it is a surrender, but that cuts through the narrative that Russia is losing the war.

The Russians captured a steel mill, held by a few hundred militia, is not an indication that they are not loosing the war.
